A single phase has 220V AC, then why a three phase has 440V instead of 660V?

Hi Jignesh , We are software development company with employees full time on laptops. I have a problem is terms of the employees complaining of light glare and some prefer to switch off the lights. We use 2×2 led lights above the work station, the workstations are open and a linear with open ceiling. The led lights is 6 feet from the table top. The total floor area of the office is 3500 sqft open, Kindly let me know the recommended LUX level above each work station and in total what is the lux level to be maintained across the office. ..
